Ministry has already listru ted the special
Inspector of Foreign Affaire with all speed to approach
His Majesty's Consul-General at canton with a view to re-
questing the Songkong Government to abandon their original
scheme. in reply the pecial inspector has inforesd this
inistry that he has not as yet received any reply froa
the Hongtong Government
I have the honour to observe that the Cowenti on for
the Sxtension of Kongkong Territory cobluded by China ani
Great ritain on the Llat day of the 4th month in the 24th
year of rimang Kat (1.e. the 9th June, 1898) contained
provision that "within the city of howloon the chimese of-
ficials now stationed there shall continue to exercise jur-
isdiction except so far as may be inconsistent with the
ailitary requirements for the defence of Longkong. 2 thin
the remainder of the myly-leased territory Great ritain
shall have sole jurisdiction". In as much as within the city
of howloon the chinese officials are till permitted to exer-
cise jurisdiction, it 1 clear that although the extemed tor-
ritory is leased to Great Britain, yet within the city of
Kowloon re ains under the juriad io ti on of China. The prase
